In an optimistic scenario, regulation of digital design, psychological education in schools, better access to early support, and renewed economic stability combine to improve youth mental health by the late 2030s. In the base case, support expands but fails to keep up with demand, and gaps by region and income become entrenched. In a pessimistic scenario, AI-driven job insecurity, climate disasters, and a degraded information environment compound one another, distress becomes chronic, and social costs balloon. Responses effective in every scenario include: building cultures in schools and workplaces where talking about distress is safe, lowering the barrier to early help; extending first-response training such as Mental Health First Aid to teachers, managers, and parents, not just professionals; instilling from childhood the basic protective factors of sleep, exercise, and in-person relationships; requiring companies to build the welfare of children and young people into digital product design while families set usage rules through dialogue; and strengthening transitions into education and work to ease economic anxiety. Even while the causal debate remains unsettled, investing in protective factors and early support is a no-regret move.
On youth mental health, psychologist Jonathan Haidt emphasized the role of smartphones and social media in The Anxious Generation, while other researchers counter that causal evidence remains limited and that compound factors such as economic insecurity, academic competition, and isolation deserve more weight; the causal debate is unresolved. The WHO treats youth mental health as a global priority and recommends school-based interventions and expanded early support. The key insight is that even without full causal clarity, strengthening protective factors such as sleep, exercise, in-person relationships, and early help-seeking works regardless of which hypothesis proves correct, making it a no-regret investment. This is precisely the idea of a robust strategy in scenario planning. Public health history also shows that upstream interventions that change the environment, including product design, school systems, and labor markets, are more effective than attributing everything to individual effort. In both optimistic and pessimistic scenarios, societies that build layered prevention and early support minimize losses of human capital.
Strengthening protective factors is sound in principle but hard to practice under structural pressures such as exam competition, long working hours, and high housing costs, and it can end up shifting responsibility onto families and schools. Mental health professionals are also in short supply worldwide, and supply cannot keep pace with rising demand.
To offset the shortage of professionals, adopt a stepped-care model that combines trained non-specialists such as teachers, public health nurses, and peer supporters with quality-assured digital tools. Schools and companies should implement concrete measures that protect sleep and slack as policy, such as later start times or limits on club activities and overtime, one at a time, measuring and publishing the results.
