The AI literacy gap is not merely a difference in operating skill. It arises from access to high-quality tools (paid versus free tiers, employer provision), domain knowledge needed to evaluate outputs critically, time and psychological room to experiment, language (models perform unevenly outside English), and uneven exposure by age and occupation. Individuals can use free learning resources to build judgment about what to delegate and what to verify, while maintaining foundations in their own field. Organizations should provide practical training for all roles and safe sandboxes rather than reserving AI use for an elite few. Societies need AI education in public schooling, access points such as public libraries, and support for multilingual models. In optimistic and pessimistic scenarios alike, literacy grounded in critical thinking and domain knowledge does not lose value.
Digital divide research (for example van Dijk) has shown that inequality shifts in stages from access to skills to outcomes. AI shows the same structure: owning a tool and producing results with it are different matters. Early generative AI studies, such as the call center study by Brynjolfsson and colleagues and the writing task study by Noy and Zhang, reported larger productivity gains for less experienced workers, which supports an optimistic, gap-narrowing scenario. At the same time, advanced agent use and applications combined with domain knowledge may let already advantaged groups pull further ahead. What matters is that in either scenario, the deciding factors on the individual side are foundational knowledge sufficient to evaluate AI output and a habit of continuous learning. The role of organizations and society is to avoid restricting those learning opportunities to a few.
AI literacy education risks falling behind the pace of tool updates, so what is taught can become obsolete quickly. There is also a danger that a literacy-is-your-own-responsibility logic reframes structural disadvantage, such as low wages that leave no time to learn or language barriers, as a lack of individual effort.
Center education on transferable principles rather than specific tool operation: how to frame questions, how to verify outputs, and how to understand limitations. Organizations can institutionalize learning time within working hours, and societies can extend learning opportunities beyond the workplace through libraries, community centers, and public broadcasting to offset structural disadvantage.
