Before: make not lying the top priority. Answer rumor-driven questions with "there are things I cannot discuss yet," never "nothing is happening." Meanwhile, verify with leadership that the selection criteria are objective, consistent, and legally and ethically sound, and push back if not. During: explain the reasons, the criteria, how they were applied, and the support package, to everyone at once and in the same words. Answer what you can immediately and explain why you cannot answer the rest. After: face the survivors' fear of being next, and hold several sessions on the outlook, business direction, and the likelihood of further cuts. Speak about departed colleagues with respect and share evidence of the support they received; that is what determines whether those who remain trust you.
Layoffs are the ultimate test of organizational trust, and research repeatedly documents "survivor syndrome" among remaining employees: guilt, anxiety, lower productivity, and intent to leave. Procedural justice research, notably by Brockner and colleagues, shows that survivors' commitment holds up when the reasons and criteria are clearly explained and departing colleagues are treated with dignity. Lying during the confidential period ("nothing is happening") is exposed after the announcement and discredits everything the leader says afterward; "there are things I can't discuss" is the only honest way to reconcile transparency and confidentiality. Kim and Mauborgne's fair process elements, engagement, explanation, and expectation clarity, apply directly to the announcement and follow-up. Brené Brown's "clear is kind" likewise warns that vague explanations amplify survivors' fear.
When executive criteria are actually opaque or arbitrary, frontline leaders are asked to explain the inexplicable. Legal departments often restrict what can be said to limit litigation risk, structurally blocking transparency. Leaders who opposed the cuts also struggle with the gap between private views and official lines.
Work with legal beforehand to list what can be said, what cannot, and why, so at least the existence of constraints can be disclosed. If criteria appear arbitrary, documenting concerns and pressing leadership to fix them is an ethical duty. It also preserves long-term trust to say honestly, "I did not agree with this decision, but I own its execution and my duty to explain it to you truthfully."
