Mullainathan and Shafir showed through experiments and field studies that when money, time, or food is scarce, attention is pulled toward the shortage (tunneling): people handle the immediate problem better, but the cognitive resources (bandwidth) available for long-term planning and self-control shrink. Indian sugarcane farmers scored lower on cognitive tests before harvest, when poor, than after, a gap equivalent to more than ten IQ points. In this state, choices such as high-interest borrowing or postponing bills, which get you through today but worsen tomorrow, look sensible, so scarcity reproduces itself. Crucially, the effect arises from lack of slack, not from absolute income. A high earner whose spending tracks income and who is constantly chased by deadlines and bills falls into the same tunneling, deferring important but non-urgent actions like reviewing investments or insurance. Individual measures create slack structurally rather than through willpower: hold even a small emergency fund, automate payments and saving to reduce decisions, and make major financial decisions when bandwidth is available. System-level measures include billing schedules aligned with paydays, simplified procedures, and automatic-enrollment savings schemes, so that the right action is possible even for people with little bandwidth.
Scarcity (2013) is a landmark work linking behavioral economics and cognitive psychology to the study of poverty. Whereas 'short-sighted' behavior among the poor was often attributed to education or character, the authors showed that the same people make long-term decisions well when they have slack, locating the cause in circumstances. In an experiment at a US shopping mall, asking participants to consider a scenario involving a large repair bill sharply reduced cognitive-test performance only among low-income participants. The framework extends to time scarcity: busy professionals chased by deadlines neglect important preparation and become busier still, the same structure as financial scarcity. The implications for financial behavior are large. Under scarcity, bandwidth-heavy actions such as comparing complex products, completing pension paperwork, or reviewing insurance get postponed, leaving people in high-cost options. The spike in high-interest loan use just before payday is also explained by bandwidth. One reason financial education shows limited effect may be not a lack of knowledge but a lack of bandwidth to apply it. The research shows that institutions must be designed with bandwidth in mind rather than simply demanding individual effort.
The scarcity theory is persuasive, but some of its experimental results have been debated on replication grounds, leaving uncertainty about effect sizes. The advice to 'create slack' is itself hard to follow for those without slack, risking circularity. For high earners who feel scarce, lifestyle inflation and social comparison are additional drivers that scarcity alone does not explain. Solutions through institutional design also draw criticism for underweighting individual autonomy.
The first step, regardless of income, is to create a small unallocated reserve; it provides psychological slack and eases tunneling. Next, batch important but non-urgent financial tasks (insurance review, account-fee checks, contribution adjustments) into one or two scheduled 'high-bandwidth days' a year. High earners who feel scarce can rebuild structural slack by redefining their spending ceiling as what remains after automatic saving rather than as their income. Proposing payday-aligned billing or automatic savings schemes at work or in the community is a way to contribute at the system level.
